Our first step is to determine the readership of a journal. This can be difficult to asses if you are new to a field. Some considerations that may help you determine the readership are to:
Read the scope or aims of the journal. Do these match your research topic?
Review past issues of the journal. What types of topics has the journal covered?
Review the biographies of the editorial board. Do they express research areas that are relevant to your work?
Consider your own reading habits. Have you or your mentor read articles published in this journal?
